The two men are a pair of mysterious travelers who ride from Wattle Beach to Bede Island on Skip Duncan’s barge. When the Bridge to Wiseman’s Cove subsequently slips her moorings and drifts out to sea, Carl and Skip suspect these men as saboteurs, but it turns out they’re just agents for the development company planning to build a resort on and a bridge to the island. They tip Skip off about these developments, allowing him to sell his barge before it’s too late.
