An employee of the Capitol, Effie Trinket is Katniss Everdeen’s personal escort during both the Hunger Games and the subsequent Victory Tour. She’s punctual and precise, and plans Katniss’s complicated visits throughout Panem. It’s left unclear how we should think of Effie—on one hand, she’s always been loyal to Katniss, but on the other, she seems shockingly indifferent to the murder and violence that take place at the Hunger Games every year.
