Mark Duggan was a 29-year-old British black man who was murdered by the London police in 2011. His death led to riots throughout London and England as a whole. In Citizen, the protagonist talks to an artist she meets at a party about the riots. When the artist—a white man—asks her if she plans to write about Duggan, she asks him the same question, not understanding why he thinks he’d be unable to properly memorialize Duggan simply because Duggan was black and the artist is white.
