General Sully issues an arrest warrant for Owl Child for the murder of Malcolm Clark, and he meets with Heavy Runner and the other Pikuni chiefs at the Four Horns agency to negotiate peace. General Sully signs and dates Heavy Runner’s “piece of paper” that identifies him and his camp as non-hostile, which is later ignored when his camp is attacked and slaughtered by the United States government.
