Rafael Caldera was the president of Venezuela from 1969 to 1974 and then again from 1994 to 1999. He allied with the outsider revolutionary Hugo Chávez to win this second term, and this helped Chávez become a popular mainstream politician (and go on to win the presidential election in 1998).
