Analysis
Paul rents an apartment to use as a painting studio and begins writing a letter to Elinor about it. He sees a mother with her child on the street and decides the town is safe enough to ask Elinor to come visit.
Paul changes his original plan to put aside art until after the war. His connection with Elinor is growing despite the physical distance between them, such that she is the only person he wants to tell about his renewed commitment to art.
