Explanation and Analysis:

Noli Me Tangere, first and foremost, is a satire. Its goal is to depict the affairs of Filipino society, and the Spanish control thereof, in such a way as to show how backward, ineffective, and unjust it is. This is depicted as early as the dedication, "To My Country," in which Rizal describes society as a "cancer" which is painful when poked and prodded, as he does to society throughout the book.
