Mayor Kurt Schmoke Character Analysis

Mayor Kurt Schmoke grew up in Baltimore and attended Yale, Oxford, and Harvard before being elected the first African-American mayor of the city. As mayor, he is known for his progressive and effective policies, although Moore points out that he also struggled to address some of Baltimore’s more enduring social problems. A Rhodes Scholar, Schmoke encourages Moore to apply for the scholarship while Moore is an intern at his office.
