Legality is Civility’s father. He’s a resident of the village of Morality whom Mr. Worldly Wiseman cites as an honest man, skilled at removing the burdens of people like Christian. Later, Evangelist explains to Christian that Legality is “the Son of the Bond-woman,” or Mount Sinai, and in bondage along with her; therefore, Legality can’t free Christian from his burden.
