Purumé Moyaka is Eizaru’s daughter and a doctor herself. She and Eizaru both studied anatomy with Niclays and are happy to take him in as their guest when he’s placed under house arrest in Ginura. She’s the doctor who examines Tané’s old injury along her ribs and cuts into Tané’s side—though she doesn’t discover the rising jewel that had been sewn into the injury long ago.

Quotes
‘Purumé, you must publish these findings. Think of how anatomy would change.’
‘I would,’ she said, with a weary smile, ‘but there is one problem, Niclays. Firecloud.’
‘Firecloud?’
‘A restricted substance. […] If a dragon breathes it in, it falls asleep for many days. The pirates can then sell its body parts.’
‘An evil practice,’ Purumé said.
Niclays shook his head. ‘What has that to do with blossom sleep?’
‘If the authorities believe my creation might be used for similar means, they will stop my research. They may even close down our practice.’
[…]
Niclays sighed. ‘Unless things have changed dramatically in the years I have been away, I doubt [Purumé’s findings could be published in Mentendon]. Pamphlets change hands in some circles, but they are not approved by the crown. Virtudom does not hold with heresy, or with the knowledge of heretics.’

Explanation and Analysis:
Niclays is now under house arrest in Ginura and is staying with former students, father-daughter doctor duo Eizaru and Purumé. When Purumé tells Niclays about her research into “blossom sleep” (a fictionalized form of general anesthesia), he’s thrilled about the medical and research implications—until the Moyakas detail all the reasons why Purumé’s research likely won’t go any further. Seiiki’s reasons for being wary or skeptical of blossom sleep certainly do have some merit—the Fleet of the Tiger Eye, a notorious pirate fleet, is wreaking havoc by abducting dragons and selling their body parts on the black market.
