Prince Ngong is a Sarkhanese intellectual and protocol minister, making him one of the few named Sarkhanese officials in the story. Prince Ngong states that Sarkhan wants independence and to not be controlled by America or the Soviet Union. However, because of Sarkhan’s dependence on American aid, Prince Ngong must appease Louis Sears’s ego and ask the local newspapers to run flattering articles about him, even though all of the Sarkhanese believe Sears is “more stupid than most.”
