Mr. Porter is one of the guidance counselors at the high school most of the novel’s characters attend. When Hannah meets with him to describe how hopeless she feels, he fails to provide the support she needs or to persist in trying to help her, making him the 13th name on her list. Mr. Porter is one of the many adults who fail to sufficiently support or protect Hannah, which contributes to her feeling neglected and unimportant.
