Nostrils and Charlie are approaching a building to deliver liquor when they see a police constable and hide to avoid him. The constable leaves, and they deliver the liquor to a man in the building, who informs them that most local police officers are on Squizzy Taylor’s payroll and will not arrest the boys for illegal activity done on his behalf. Charlie and Nostrils pass the constable again as they are leaving, and this time Charlie flaunts the fact that the boys have just committed a crime. He enjoys watching the constable realize that he is powerless to stop Charlie…
